1. On June 29, 2023, the Ministry of the Environment (MOE), Japan, held the 10th Anniversary Seminar and Reception of the Joint Crediting Mechanism (JCM) between Japan and Mongolia in Ulaanbaatar, Mongolia, with the Ministry of Environment and Tourism (MET) of Mongolia and relevant groups of both countries.
  2. In this seminar, it was confirmed that the cooperation through the JCM between Japan and Mongolia has contributed to the achievement of the targets for reduction in greenhouse gas emissions and sustainable development in Mongolia and that both countries will strengthen cooperation towards further implementation of the JCM.
  3. The Ministry of the Environment, Japan, will implement projects related to the reduction of greenhouse gas emissions in Mongolia and other activities through the JCM with Mongolia and, in this way, will contribute to achieving the targets for the reduction of greenhouse gas emissions in both countries.

■ Background and objectives

The Ministry of the Environment, Japan, and the Ministry of Environment and Tourism of Mongolia signed a bilateral document concerning the establishment of the JCM for the first time on January 8, 2013, and this year is the 10th anniversary.

In order to review the 10-year cooperation between Japan and Mongolia through the JCM and to foster the momentum for further development of the JCM between Japan and Mongolia, the “10th Anniversary of Joint Crediting Mechanism (JCM) between Japan and Mongolia Seminar and Reception” was held. In this seminar and reception, KUNISADA Isato, Parliamentary Vice-Minister of the Environment of Japan, and Mr. KOBAYASHI Hiroyuki, Ambassador Extraordinary and Plenipotentiary of Japan to Mongolia, participated from the Japanese side, and Mr. Ganbaatar Myagmarjav, Vice Minister of Environment and Tourism of Mongolia participated from the Mongolian side, as well as more than 100 persons from relevant organizations, research institutions, and private business operators of both countries.

  • Mongolia is the first partner country that signed the bilateral document concerning the JCM in January 2013. The cooperation through the JCM has continued for 10 years and 10 projects were implemented.
  • Through the JCM, solar power generation has been introduced in Mongolia. It is a great achievement that this cooperation contributed not only to reducing greenhouse gas emissions but also to sustainable development in Mongolia, including the establishment of a renewable energy market and the creation of employment.
  • Japan will continue to contribute to the decarbonization in Mongolia and the world through the implementation and expansion of the JCM.

  • During the Policy Dialogue on the previous day, both countries discussed how conventional activities need to be expanded, such as the use of renewable energy, the introduction of technologies, and international activities for climate change involving the private sector, as well as new renewable energy sources, including green hydrogen.
  • During the JCM’s 10th anniversary seminar, policies and specific activities will be the focus, while the roles and responsibilities of organizations and private business operators that actually handle cases and programs will also be discussed.
  • In the future, it will be necessary to move the existing cooperative relationship between Japan and Mongolia to a new stage and to cooperate with each other to resolve the new issues that we are facing.

[iii] Outline of the seminar

  • Relevant persons from the public and private sectors in both countries participated in the seminar, reviewed cooperation through the JCM in Japan and Mongolia, and presented the JCM’s recent developments, relevant measures in both countries, and individual projects.
  • In view of the further reduction of greenhouse gas emissions and the expansion of renewable energy in Mongolia, both countries expanded discussions on the possibility of introducing decarbonization technologies, such as green hydrogen, etc., and the roles and cooperation of each side.
